RSIC HOUSING DEPT. PUBLIC NOTICE 

The RSIC Housing Department invites public comment in regards to the submittal of the 2026 Indian Community Development Block Grant application submission to obtain funds to renovate 20-30 homes within the RSIC Colony Boundaries.  The Comprehensive Plan meetings and steering committee lead by community members has provided community input to the housing needs specifically within the Housing Element.  This notice is requesting any additional comments the community would like to provided for the renovation needs of the homes within the Colony Boundaries and the intent for RSIC to submit an ICDBG application. Overview
The purpose of the ICDBG program is the development of viable Indian and Alaska Native communities, including the creation of decent housing, suitable living environments, and economic opportunities primarily for persons of low- and moderate-income. See the ICDBG regulation at 24 CFR 1003.2. 

 The Indian Community Development Block Grant (ICDBG) Program provides competitive grant awards to eligible applicants for the development of housing, infrastructure, and economic development opportunities. 

Single Purpose Grants are the subject of this NOFO. Single purpose grants are competitive and must primarily benefit low- and moderate-income (LMI) persons. Funding is available for a variety of activities described at 24 CFR 1003, subpart C. Grantees must comply with program regulations in 24 CFR part 1003. 

 Available Funds 
Funding of approximately $70,000,000 is available through this NOFO. Additional funds may become available for award. Use of these funds is subject to statutory constraints. All awards are subject to the selection process contained in this NOFO. 

 In the 2025 Appropriations Act, ONAP was appropriated a total of $75,000,000 for the ICDBG program. In accordance with the Act, HUD will use $70,000,000 for this competitive ICDBG-Single Purpose grants and set aside $5,000,000 to be used for ICDBG-IT grants. RSIC is eligible to submit a grant application for an amount of $1,000,000.

Eligibility
Eligible applicants are any Indian tribe, band, group, or nation, including Alaska Indians, Aleuts, and Eskimos, and any Alaska Native village of the United States which is considered an eligible recipient under Title I of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 450) or which had been an eligible recipient under the State and Local Fiscal Assistance Act of 1972 (31 U.S.C. 1221). Eligible recipients under the Indian Self-Determination and Education Assistance Act will be determined by the Bureau of Indian Affairs and eligible recipients under the State and Local Fiscal Assistance Act of 1972 are those that have been determined eligible by the Department of Treasury, Office of Revenue Sharing.  Tribal Organizations: Tribal organizations that are eligible under Title I of the Indian Self-Determination and Education Assistance Act may apply on behalf of any Indian tribe, band, group, nation, or Alaska Native village eligible under that act for funds under this NOFO when one or more of these entities have authorized the tribal organization to do so through concurring resolutions. Such resolutions must accompany the application for funding (1003.5(b)). See instructions in Section IV.C.b., of this NOFO. HUD will not review an application from a tribal organization if the tribe it represents also applies for the same round of funding.
