The Planning Department ensures that the growth and development of the Reno-Sparks Indian Colony is planned, implemented, and monitored to meet the goals and needs of the Tribal Council and community without compromising traditional values or causing harm to the environment and cultural resources. The Planning Department focuses on community development and strategic planning issues aimed at improving the quality of life, health, safety, and economic welfare of RSIC communities. The administrative staff implements the Tribe's land use plan, major capital projects, and maintains close coordination with RSIC Economic Development office as well as a local, state, and federal governments.

The Cultural Resource Program was created to research, revitalize, and perpetuate the traditional culture of the Reno-Sparks Indian Colony through the preservation and management of cultural resources located on public and private lands. The program strives to educate and inform the Tribal Council, community, Federal, State and local agencies, museums and other entities on issues pertaining to Native American Graves Protection and Repatriation Act (NAGPRA), petroglyphs, historical, pre-historical and ancestral artifacts, and sacred sites. The program is advised by the Tri-Basin Cultural Committee which meets monthly.

The Environmental Program is charged to protect the environment, health, and safety of the Reno-Sparks Indian Colony by providing technical assistance to RSIC departments, and providing training to staff and residents. The program will develop base line data with respect to air quality, develop air quality permitting program and expand monitoring to other air quality constituents as needed. It ensures enforcement of environmental statutes, regulations, ordinances, resolutions, policies, and permits relating to the protection of the environment. The staff continuously works on inventories, assessments, and investigations to identify and address environmental quality issues.
